城市发布高端外国人才认定指南

On March 5, the city of Zhuhai in Guangdong Province released the "Guangdong Province High-End Foreign and Hong Kong, Macao, and Taiwan Talent Recognition" Application Guide.

3月5日，广东省珠海市发布了《广东省高端外国和港澳台人才认定申请指南》。

1. Policy Basis

The recognition process is based on the Notice of the Guangdong Provincial Department of Science and Technology on Carrying Out the Recognition of High-End Foreign and Hong Kong, Macao, and Taiwan Talent (Document No. 6 [2024] of Guangdong Science and Technology).

该认定流程依据广东省科学技术厅发布的《关于开展高端外国和港澳台人才认定工作的通知》（粤科〔2024〕6号）进行。

2. Eligibility for Recognition

Foreign professionals who meet the application criteria outlined in the provincial notice and work or establish businesses in Zhuhai are eligible to apply. The recognition criteria for High-End talent from Hong Kong, Macao, and Taiwan are aligned with those for foreign professionals.

符合省级通知申请条件，在珠海工作或创业的外国专业人士可申请。港澳台高端人才认定标准与外国专业人士相同。

Applications can be submitted via the Guangdong Provincial Science and Technology Business Management Sunshine Government Affairs Platform: http://pro.gdstc.gd.gov.cn/.

(1)The employer registers an online account.

(1)用人单位注册网上账号。

(2)The employer submits the application along with a recommendation.

(2)用人单位提交申请并附上推荐信。

(3)The Zhuhai Science and Technology Innovation Bureau reviews and processes the application.

(3)珠海市科技创新局审核申请。

(4)A confirmation letter for High-End talent status is issued.

(4)颁发高端人才认定确认函。

5. Required Application Documents

Applicants must submit the following materials:

申请人需提交以下材料：

(1)Recognition registration form.

(1)认定登记表。

(2)A valid passport or other international travel document.

(2)有效护照或其他国际旅行证件。

(3)Proof of employment or business establishment in Guangdong.

(3)在广东就业或创业的证明。

(4)Supporting documents proving the applicant falls into one of the three recognized categories of High-End foreign talent:

(4)证明申请人符合以下三类高端外国人才之一的证明文件：

①Recipients of prestigious awards or individuals selected for high-level talent programs.

① 获得著名奖项或入选高层人才计划的人员。

②　Renowned foreign experts or scholars.

② 知名外国专家或学者。

③　High-End foreign entrepreneurs or innovators.

③ 高端外国企业家或创新者。

For documents not in Chinese, a translated version must be provided, except for passports or international travel documents. All original paper documents and their Chinese translations must be uploaded electronically to the application system. Uploaded documents must be stamped with the official seal of the employer.

非中文文件需提供翻译件，护照或国际旅行证件除外。所有纸质文件原件及其中文翻译件需电子上传至申请系统。上传文件须加盖用人单位公章。
